III. There are many possible solutions to this problem. The possible solutions are: (Two articles must be attached and annotated bibliography)
Some possible solutions would work if we were more strict on American law. Illegal immigrants are illegal for a reason. They do not have citizenship and do not have social security numbers either. That means that they don't pay taxes. One solution would be to deport them. However, that is quite extreme and would create such a hassel. If states were allowed to do it, there would be no regulation. The federal government can check for social security numbers and the state would get out of control. Another solution would be to allow the state government to question suspected illegal immigrants.
IV. The solution I (we) propose is: (This section will become your proposed legislation. Be sure to include what agency will implement your law, proposed cost if any and effective date)
The solution we propose is to allow law enforcement state government officials to question suspected illegal immigrants. In each state, police officers or other agents will be able to question a suspected illegal immigrant. If they can't prove they are a citizen, they could then be handed to federal officials. A simple document such as Social Security would prove one's citizenship.
Also, this proposed solution is inexpensive as well. The only cost would be to train the state police officers from the law enforcement agencies. They are training to be able to question suspected illegal immigrants. It is very small amounts of training and inexpensive. Our solution would take effect January 1, 2012. Training for the officials being able to question would be expected to be completed by then. The responsibility of training and implementation of the bill will be each individual state's law enforcement agency.
V. I (we) think this solution will work because: (You must use factual information to prove your solution will work)
I think this will work because it is only expanding the system as it is now. It is relatively inexpensive, especially compared to all other solutions. This will help our problem with illegal immigration without changing too much.
